A training binder answers “has this person been trained.” It rarely answers the question you actually have on a Monday morning: is this specific person cleared to run this specific station today? That answer needs four separate facts at once — their ILUO level on the task (In training, Limited, Unsupervised, Operator), whether their certification is still current, whether they have attended the required toolbox talk, and, for an apprentice, whether their logged hours support working unsupervised. What it does
- Turns four inputs — skills-matrix level, certification, toolbox talk, apprentice hours — into one verdict per crew member per station: Clear, Conditional, Supervised only, or Blocked.
- Names the input that decided each verdict, in plain English, so you can see exactly which fact held someone back.
- Totals the rows into a summary block — how many are clear, conditional, supervised only and blocked — and flags the tab when anyone is blocked.
- Opens pre-filled with ten worked rows on a small fictional shop — every one of the four verdicts appears, so you can see what each input does before typing anything.
- Opens in Excel, Google Sheets, and LibreOffice — no macros, no signup, nothing saved anywhere but your own file.
